Joe Biden delivered remarks at the Rose Garden on Monday for the 31st anniversary of the Americans with Disabilities Act.

While speaking at the occasion in front of Vice President Kamala Harris and Speaker Nancy Pelosi, President Biden tripped up repeatedly. Biden forgot a Congressman’s name and also if a guest’s mother was in attendance.

“Chairman Leahy, Leader McCarthy, Senator Casey, Congressman Scott, Congressman … Where is he?” he said. “There you are Paul. You understand this better than anybody does. I want to thank you Congressman, with all your work. And I want to thank you all for being here. By the way, where’s mom? Mom, is she here?” he asked.

“She’s watching,” guest Tyree Brown responded.

“Oh, she’s watching,” he said. “Okay. I thought you had looked and said, mom, was out there. I was going to ask her to stand up. But mom, you can stand up if you’re home.”

The Rose Garden audience reacted with deafening silence. Earlier, while at the signing ceremony for the event, Biden was reminded by Kamala Harris to give a pen to one of the guests. The moment got a bit tense.

Flanked by Kamala Harris and Speaker Nancy Pelosi, Biden looked around as if needing direction on what to do next.

“What?” Biden said and whirled his head around.

“And this girl right here,” Harris said and pointed.

“I will,” Biden replied. “But I want to make sure I have got all the…”

Biden then turned and gave the girl a pen. It wasn’t the first time that Kamala Harris has acted like Biden’s caretaker at a White House event.

On the bright side, at least Biden didn’t ask the quadriplegic Christian artist Tyree Brown to “stand up” like he did the wheelchair bound Missouri state senator Chuck Graham in 2008.
